This paper is the basic research to settle the regional disparities between the New town and the old town. This research analyzes relative and substantial disparities which is generated from a development of new towns and investigates residents" perception on infra disparities. In summary, the results of this research follow : First, there are clear differences in comparative indicators like prices of apartment, Officially Assessed Individual Land Price, and proportion of old buildings, parks, and roads. Although life convenient facilities are equally spread out, some comparative indicators like mass retail store, department store, banks， and so on are concentrated on the New town. Second, in the level of satisfaction about their residence, New town residents feel more satisfied than old town residents. Interestingly, Woo-dong residents which is located in the old town are more satisfied than New town residents. This result appears to come largely from accessibility to New town"s amenities and transportations. This might indicate the possibilities to improve Old town residents" quality of life to the level of New town residents" one. Third, in general, the New town residents experience more infra gaps than the Old town residents. They feel more differences about unsharable residential environment like the price of housing, comfortable, convenient, and stable housing, lifestyle, and the urban scenery. On the other hand, they feel relatively less differences about sharable residential environment like hospitals, drug stores, and public transportations. Lastly, although the New town resident feel more gaps between two parts, their desire to solve the gaps is less than the Old town residents. This will become an object of low participation rate of New town residents when the efforts are made to settle the regional infra disparities.
