Our new culture and art education policy is not enough to enhance the creativity and cultural ability of all Koreans, considering its object and field. The factors of cultural ability are outside the sphere of the Ministry of Culture and Tourism. If we implement this policy through art education focused on genre, it will take a long time for us to cultivate the cultural ability that will prepare us for the future culture and media society. Human resource development projects related to culture and art education should not focus on creating simple and imprudent job opportunities but instead, help cultivate and deploy qualified human resources to the service of the nation to enhance their cultural ability. Training these human resources may make them their unable to recognize the importance of quality public service. In addition, human resource development projects should prioritize and map out a strategy for the creation of job opportunities, considering the topographical map of the entire situation. The world is advancing from art education focused on genre to art education that penetrates genre, and now, from pure art education to comprehensive cultural education that includes media education. If we will be blinded by the egoism of art genres, however, this policy that enhances the cultural ability of all people will eventually fail. We must lay the foundation for the organizational and operating system that corresponds to the future and for culture and education contents for people through improved law and order. We also need to establish an institution whose characteristic is a pan-department to enhance cultural ability, similar to the Human Resources Policy Headquarter, which is running currently.
