Report Errors
The president of national university is selected in the committee of president recommendation or selected by the methods and procedures which are consented by the faculty(Ecucational Civil Service Act). According to this code, direct election system is adopted in most of national university. But most of national university abolished direct election system because of MOEST(Ministry of Education, Science and Technology)"s graded support fund. I divided president appointment procedure into four stages: preparation, downsizing, selection, recommendation and appointment. And I suppose proper alternatives at each stage by the criterion of autonomy, democracy, specialism and positivity. At preparation stage, apply system should be supplemented by invitation system. At downsizing stage, candidates should be downsized by preference. At selection stage, the committee of president recommendation should select final candidates by evaluation and voting. At recommendation and appointment stage, the President appoints the final candidates who selected by the committee and recommended by the Minister of Education, Science and Technology. But this alternative is an example. Each university should develop a model which corresponds with conditions and strategies.
