The purpose of this paper is to clarify the characteristics of tenants’ tenure changes. Especially, this paper aimed to analyze the effect of family life cycle. Logistic regression Method was used to investigate tenant’s choice from 2006 to 2010 in Seoul Metropolitan Region(SMR) and the other metropolitan cities. The results of the study are as follows: First, probability of home owner occupied housing also increase with household head’s age when the period of house price rising rapidly. In this period, moves from rented accommodation to home own occupied are more likely for those in later in life. Second, over 60 household’s probability of moving to home own occupied are low when the housing price was stable or declined period. The probability of tenants change to own occupied shows the shape like reversed U-shape, when the house price was declined period. If the house price should maintain a stable upward trend rather than a price rise by a great deal from now onward, it’s expected that the rental households’ conversion to their own house would slow down. Based upon this findings, the paper recommends a policy mix which focus not only public rental housing supply but also private rental housing as well as provision of affordable rental housing.
