At the proposal of Heo Jeok, a task of organizing a military unit with drifting people began during the reign of King Hyeonjong to gather drifting people and secure military service resources. Joining in the task, Ryu Hyeok-yeon established dozens of garrison farms along mountain valleys and recruited young men of conscription age. He even set up one run by Hunryeondogam in Icheon, Gangwon Province. There were changes to the political situations of China during the reign of King Sukjong, and they caused a group of figures under the leadership of Yun Hyu to raise the northern expedition plan. He and Ryu Hyeok-yeon argued over whether to use a chariot and build Daeheung Mountain Fortress. Eventually, they agreed not to use chariots and instead build Daeheung Mountain Fortress in Mt. Cheonma, Gaeseong. The mountain fortress was built and run based on the collaboration of Ryu Hyeok-yeon and Heo Jeok. While Ryu was in charge of building and managing the mountain fortress, Heo set up financial management plans and installed a system related to the troops allocated to the mountain fortress.
Ryu"s management of Daeheung Mountain Fortress was the combined result of the policy of gathering drifting people that began during the reign of King Hyeonjong and the fortress construction argument raised in the process of the northern expedition plan. However, it ended up giving an excuse to make him a victim in the process of Gyeongshinhwanguk, which began with dismissing him from the position of training commander according to the prior intervention of Kim Seok-ju. In the end, Ryu was killed by the poison bestowed by the king in the jail of Heo Gyeon. Ryu was initially suspected of communicating with Lee Nam and Heo Gyeon secretly and deeply, but Chugukcheong could not prove that he was guilty. Ryu was ultimately killed by the poison bestowed by the king for "marriage to a close member of the royal family" and "organization of the garrison." Those charges, however, were not proven to have something to do with the plot of treason or difficult to prove guilty since they happened in his normal job performance process. King Sukjong was fully aware of it, too. Ryu was finally restored to his public position and "officially" cleared of his charges during the reign of King Sukjong.
