Decommissioning nuclear reactors is the weakest area in the nuclear power industry of Korea, the world’s 5th power in nuclear electricity. But Korea may have to decommission as many as 12 reactors within 16 years. Therefore, building an effective decommissioning system is an urgent task for Korea and it needs to study foreign examples, which is the purpose of this study. This article concentrates on the U.K. system in which NDA leads the decommissioning process. The U.K. system has many points of institutional merits in promoting transparency and developing nuclear decommissioning technology. The U.K.’s NDA system has important implications for Korea. As of 2011, the Nuclear Safety and Security Commission is the organization that controls the decommissioning nuclear reactors in Korea. Basically a comprehensive regulatory organization that promotes safety in all areas of nuclear activities, however, the NSSC is not well suited to become the nation’s control tower to lead the decommissioning of nuclear reactors in Korea. Therefore, this study recommends Korea to establish an independent public organization specializing in nuclear decommissioning resembling the U.K.’s NDA system.
