This study aims to explore changes in nuclear acceptability under the frame of climate change. By applying the same framework of Poortinga et al. (2006) to the case of undergraduate students of Seoul National University through a questionnaire, this study found that people’s nuclear acceptability inKorea ismuch higher than that of the people in U.K. and it increased as nuclear energy was given as a solution for climate change. People see that both nuclear power and climate change have high risks. However, people are inclined to think that climate change is riskier than nuclear power and hence reluctantly accept nuclear power as a solution for climate change. Application of the frame of climate change results in a higher acceptability of nuclear power but the effectiveness of this framing needs to be analyzed in depth. Nuclear power has a multi-dimensional structure in which the first risk involves the process of generation and the second risk is associated with mining, transportation, storage, decommissioning, disposing radioactive wastes and so on. Therefore, unless the characteristics of the risks resulting from nuclear life-cycle are clearly identified and sufficient responding actions and proper ways to improve citizens’ nuclear awareness are prepared, the framing effect of climate change that boosts nuclear acceptabilitywill be limited to a temporary conditional effect. Before improving citizens’ acceptability of nuclear through the framing effect, risks deriving from nuclear power have to be identified and proper policies and actions need to be prepared by a social consensus.
