The issue of certification and selection of Korean history textbooks became part of a social controversy in 2013. A problematic history textbook, which was published by Gyohak-sa, passed the official verification process. Conservatives supported it and claimed that many schools would select this particular textbook. Then, academic groups engaged in historical study and education suggested problems of the textbook, prompting many schools not to select it. Students, parents, graduated students, and non-profit organizations were all against the selection, and 20 schools cancelled their selection of the Gyohak-sa history textbook. Ministry of Education began a special investigation for the cancellations, and argued that political neutrality and autonomy of schools were damaged by external pressures.
Verified in this article is the history teachers’ selection criteria for textbooks. Teachers select textbooks through curriculum meetings. They choose books which have easy and neutral narratives the student could understand, and easy contents for teaching and understanding. Gyohak-sa textbook ranked at the bottom because it contained wrong facts, and the narratives about Japanese colonization, dictatorship, and democracy were deflective. It was also too difficult for students to understand, and its narrative contained too much information.
Ministry of education should verify the materials more carefully, and respect the teachers’ opinions for textbook selection, in order to maintain school’s and education’s autonomy. This would be the way to keep political neutrality of education.
