This study was designed to research theoretical background for the practical method grope and developmental learning direction of school physical education according to education environment variation. In order to infer this theoretical background, this study largely was devided to two part of the problem of present education policy on school physical education according to education environment variation. The former was composed of four pattern content of the deviation phenomenon of physical education trough disable curriculum, and the unprofessional and irresponsible policy of education staffs, older generation and N generation, school physical education policy different from social variation. The latter was composed of three pattern content of the continuous public relation about the affirmative role and necessity of school physical education direction through conscious conversion of physical education teacher on the sport and physical education, and the affirmative improvement of physical education learning method(the actual using of multimedia learning program). On the basis of the theoretical data analyzed in this study, the conclusion could be drawn as follows. 1. The direction of education environment improvement about school physical education retrogress extremely, and therefore the space and time for physical education learning cut rapidly. The art, physical education time of school must be elongated to provide basic space for good using of leisure time and future plan of social life. And therefore, the school and society will be connected correctly for the better life. 2. The education staffs who must be reseponsible of education environment improvement invest education budget only in science, information, and knowledge education part in spite of supplement the opportunity of compensation on the human education in school. 3. The teacher research behaving method with student by giving concerning in the voice of improvement of students and the student must be learned the excellent approach method to the teacher for needs of innovation and improvement of themselves. 4. The subject and staff of education related in school physical education must be do positively public relation through good program participationin(poor neighborhood helpness, disable physical education, leaderbank)in order to acknowledge the necessity of system improvement and the importance of school physical education. 5. The student of present school have unhumanity attitude and physical scarcity through only hi-tech and knowledge education. Therefore, the future school will be must do reasonable space adaptable actively in social variation and wise health management through good physical education program. 6. The practical application of cyber community strategy will be play an important part in the popularization of good physical education, sport culture and physical education, sport events. 7. Because the space of physical education and sport activity was similary to our society, the school physical education program and program of sport for all must be connected and transfered correctly in future. 8. The relation of sport activity and multimedia coule be communicate feedback on the movement with student different from passive video learning till now.
