The purpose is to try to find the activation plan through reflective study of sport exchange and cooperation between South and North Korea of Kim Dae Jung government. The conclusion of this study run as follows: The first, the sports conference should be held regularly and activated to make a unitary team between South and North Korea in international games by the organization in charge or joint one. The second, the sports conference to make a unitary team between South and North Korea should be activated as an organization to discuss all the problems in the field of the sports exchange and cooperation. The third, the sports exchange and cooperation should be activated through the regular unification soccer games between South and North Korea. The fourth, it is necessary to set up a cooperation system with driving policies to magnify sports exchange and cooperation. The fifth, he policy cooperation with local governments is unsatisfied, and the approach about liquidity of social environment is not enough. The sixth, the sports exchange and cooperation should be activated in such nongovernmental level as laborer soccer games and unification basketball games between South and North Korea. The seventh, it is insufficient to develop a special policy about sports exchange and cooperation, and to train the organization taking full responsibility and experts. The last, it is necessary to build up an international cooperation system to magnify sports exchange and cooperation.
