This study deals with ‘the scandal on seoul construction contract bid-rigging’ under the Japanese colonial rule. Japanese contract brokers who lived in kyungsung(seoul) had come korea to participate in construction of the Kyongbu Railway. Since then they monopolized large-scale construction projects which were awarded by the Japanese Government General of Korea and local governments.
In the 1920s, Japanese contract brokers such as Watanabe Tei-ichiro(渡邊定一郞), Jinnai Mokichi(陳內茂吉), Matsuyama Tsunejiro(松山常次郞) urged the Japanese government to carry out on a project construction to stimulate japanese contract brokers’ business. The result was that they expected. Japan’s government had launched large-scale public projects such as ‘Chosun railway network construction plan’ and ‘River improvement project’. Japanese contract brokers had formed a cartel so that monopolized all the information and construction contract revenue from these construction works. This problem could lead to fraudulent construction works and substantial socioeconomic losses. Faulty workmanship and the problem of wage theft had been prevalent across the country.
To tackle this problem, the Japanese Government General and Japanese police arrested contract brokers charged them with contract bid-rigging and investigated the problems of shoddy construction. But these problems were deep structural issues. No matter what the police tried, they couldn"t get rid of the problem of wage theft and fraudulent construction.
