The purpose of this paper is to provide an alternative model for studio development policy in Korea to enable artists to overcome gentrification and ultimately to contribute to urban regeneration through sustaining their studios. Montreal, Canada and the diverse activities of cooperatives and social enterprises created by artists and cultural workers were explored and how they were affected by city governance. After reviewing the literature on culture-led gentrification, the author visited multiple studios in Montreal, observed their activities, conducted in-depth interviews with the artists and cultural workers there, and analyzed documents regarding the studios’ activities. The findings show that cooperatives and social enterprises (i.e. Ateliers Créatifs Montréal) in Montreal were instrumental to develop a reliable structure to sustain artistic studios via the direct purchase of abandoned industrial facilities and long-term (more than 30 years) contracts to secure affordable rents for the artists or via consignment of management of the facilities on behalf of the city government. In this regard, the key to artistic preservation was city governance through cooperatives and social enterprises that were in charge of facility purchase, studio operation, programming, and project development. These findings suggested that the Montreal example exemplifies a sustainable studio policy to help preserve and develop Korea’s studio industry.
