The purpose of this study is to investigate the current state of smartphone usage of Information Network Village(INVIL) residents and to suggest various strategies of local government for solving the smart divide of the Information Network Village(INVIL) residents. In order to fulfill this objective, This study investigates the present situation of the usage and smartphone ownership of the inhabitants of Information Network Village of Gyeonggi region. Survey shows that the ratio of smartphone-owning residents in INVIL is higher than the ratio of smartphone-owning residents in non-INVIL areas. The effort to decrease the digital divide of INVIL projects have increased the degree of acceptance for information technologies of residents. Thus this acceptance level has an active role in the elimination of the "basic" smart divide. However, the level of utilization when it comes to smart devices is relatively low for the urban residents. Therefore, in order to solve the smart divide and specially to improve the level of utilization, this study suggests to promote education about how to use smart devices, to mitigate the fees regarding induction of smart devices, to set up a mobile web, and to provide free Wi-Fi for the environment that surrounds the Information Network Villages.
