The main goal of this study is to examine the way to boost and revitalize current Seoul City’s Co-parenting Community Support and its sustainability as village community business. Though the city government has supported its childcare services with a great amount of budgets and efforts for the last decade, it is obvious that parents still have a limited access to the city childcare infrastructure and have to bare the burden of child rearing as well. The Co-parenting Community Support in Seoul, as part of city’s village community business, has been funded and run by the city government to establish various levels of infrastructure for childcare reflecting the environmental changes of childcare policy, to support local community development, and to raise citizen’s awareness on the importance of childcare-friendly culture since 2012. However, unfortunately, there have been not enough studies on the sustainability of local communities based on theoretical and empirical approaches since it has been the subject of city’s support sunset system which cuts a budget on co-parenting communities after a three-year term.
To achieve this goal, in-depth interviews that are specifically targeting 20 different co-parenting communities and a consultant in charge of co-parenting consulting have been conducted. The results obtained from the interviews have been analyzed to learn how parents participate in co-parenting activities and their needs in more advanced childcare policy. Also, the ways to reinforce community’s inner motivation to keep their community activities sustainable and to secure their activity locations have been studied and a new city policy that is considered necessary to improve community’s operational structures has been suggested as well.
The major findings from this study include the followings:
Firstly, it has been learned that parents participate in co-parenting because they experience certain level of depression caused by child rearing without any social or personal support, they also have interest in an alternative care, and because of the lack of reliable childcare facilities. Secondly, most co-parenting activities within a community are in need of secured locations since lack of secured locations and insufficient financial support apparently make it difficult to keep the community activities sustainable. Thirdly, it has been learned from community’s operational structures that most of the communities have an unstable level of financial self-sufficiency and fail to stably reproduce their communities. In addition, it is clear that undemocratic decision making process leads to unsystematic and inefficient communication within the communities and causes a loose interaction with their local society.
However, it is important to address that these parents experience less pressure and stress coming from child rearing and feel more secured to have partners to rely on and participate in child rearing “together” through Seoul City’s Co-parenting Community Support. Moreover, it is meaningful that opportunities to learn and grow through reciprocal relations with others, to establish solid ground for village democracy by communicating with their own village members, and expand their interest in not only child rearing but also genuine value of community life were given to these parents.
