Abstract : The aim of Korean housing policy from the 1960s to 1990s was the large-scale supply of apartmenthouses, representing 5 million houses. They were constructed through the mass production of apartment housesand housing units. As a result, apartment complexes have been experiencing social problems such as thecollapse of the collective housing, the residential space of anonymity, and the collapse of the community, whichhas resulted in a lack of understanding between the neighbors. As the housing penetration rate has increasedsince the 1990s, the focus on apartment planning has focused on the value of apartment buildings and thequality of the housing, which has in turn increased the focus on the quality of urban life. Therefore, the Ministryof Land, Infrastructure and Transport introduced “A Comprehensive System of Community of Residents” to jointlyplan and develop communities with residents. However, this focus is on improving the quality of public andwelfare facilities rather than on the activation of an intangible community consciousness. The combination andthe enlargement of facilities are an effort in such a direction, and the plan does contribute to increase thequality of life. However, the extent to which the community is activated based on the communication of theneighbors is limited. The goal of this study is to examine the revitalization of community spirit among acommunity of neighbors that has been alienated from traditional communities. This revitalization has beenrealized through the development of community facilities that can be differentiated from traditional community.
