The purpose of this study is to understand the operational experience of job offer type social enterprises and to propose guidelines for strengthening competitiveness and sustainability of job offer type social enterprise. For this purpose, data were gathered through in-depth interviews with five representatives of C province’s job offer type social enterprises and analysed by case study methods. In within-case analysis, each case was introduced and experience of the social enterprise operation of each company representative was described. The cross-case analysis, the main issues related to the operation of the job offer type professional social enterprise were analyzed and categorized them into sub-themes and themes. The sub-themes that have emerged through case study were ‘challenge in poorly prepared situations’, ‘hold on to vocation awareness’, ‘democratic decision-making through communication’, ‘customer satisfaction management to offset weak capital and price competitiveness’, ‘ability to survive in the market’, ‘low labor productivity’, ‘low motivation due to low wage structure’, ‘flexible approach to moral hazard’, ‘perfunctory consulting’, ‘create synergies with the network’. And these were integrated into four themes, ‘being a social entrepreneur’, ‘strengthen business capacity’, ‘ growing with poor human resources’, ‘using and solidifying external resources’. Based on the results of this study, practical and policy guidelines for supporting the job offer type social enterprises were proposed.

본 연구는 지역사회기반 일자리제공형 사회적기업의 운영사례를 분석하고, 이에 기초하여 일자리제공형 사회적기업의 경쟁력 강화와 지속가능성을 지원하기 위한 구체적 제언을 하고자 하는 목적으로 수행되었다. 본 연구의 대상은 C도의 일자리제공형 사회적기업 중 인증 후 3년이 지났거나 곧 3년이 되어 지원이 종료되는 기업 중 자활기업에서 출발한 5개 기업이다. 연구대상 기업대표와의 심층면담을 통해 자료를 수집하였으며, 사례연구 접근을 통해 사례 내 분석과 사례 간 분석을 실시하였다. 사례 내 분석에서는 각 사례에 대해 소개하고 각 기업대표의 사회적기업 운영경험을 기술하였다. 사례 간 분석에서는 전체 사례들을 비교 분석하여 일자리제공형 청소전문 사회적기업의 운영과 관련되어 나타나는 주요 이슈들을 귀납적으로 범주화하여 주제를 제시하였다. 사례 간 분석을 통해 나타난 공통 하위주제는 ‘준비가 미흡한 상황에서 도전’, ‘소명의식으로 버텨내기’, ‘소통을 통한 민주적 의사결정’, ‘취약한 자본과 가격경쟁력을 상쇄하기 위한 고객만족 경영’, ‘시장에서 살아남기 위한 자생력 갖추기’, ‘낮은 노동생산성의 한계’, ‘저임금 구조로 인한 동기저하’, ‘도덕적 해이에 유연한 접근’, ‘형식적 컨설팅’, ‘네트워크로 시너지효과 창출’로 나타났다. 이 하위주제를 ‘사회적기업가로 거듭나기’, ‘비즈니스 역량강화’, ‘열악한 인적자원과 함께 성장하기’, ‘외부자원의 활용과 연대’의 4가지 차원의 주제로 통합하였다. 연구결과에 근거하여, 청소전문 일자리제공형 사회적기업을 지원하기 위한 실천적, 정책적 지침들을 논의하였다.
