The Korea Rural Economic Institute (KREI) has conducted a public opinion survey on agriculture and rural areas at the end of each year targeting KREI local correspondents and urban citizens in order to identify demand for research and support establishing policies based on changes in awareness. The survey of 2016 was carried out from October 19 to November 25 among 2,590 respondents including 1,500 urban people and 1,090 farmers. A mail survey was conducted for farmers, and a professional research company was commissioned to visit and interview urbanites.
According to the survey results, 8 out of 10 city people agreed that agriculture and rural communities have been the foundation of Korean society. And a majority (54.9%) also thought that agriculture and rural regions have the possibility of becoming Korea"s future growth engine. 73.6% of farmers and 49.7% of urban people supported the expansion of investment in agriculture and rural areas. Also, 62.1% of urban dwellers recognized the multifunctional value of agriculture and rural communities, and 54.6% of them said that they are willing to bear the burden of costs for maintaining the multifunctional value.
A majority (68.4% of farmers and 51.3% of city people) answered that food self-sufficiency rates should be much higher than the current level, and 7 out of 10 people agreed on the necessity of farmland preservation. The respondents presented a policy for boosting consumption through consumers" preference, production reduction, and so on as solutions to the imbalance between rice supply and demand. 68.8% of farmers and 52.7% of urban people opposed large companies" entry into the agricultural sector. And 52.8% of farmers and 37.7% of city people supported amending the Improper Solicitation and Graft Act. The majority (52.6%) of urban people thought that the safety of domestic agricultural products has improved, and that domestic products are safer than imports (66.9% agreed and 2.8% disagreed). Nevertheless, the gap between the perceptions is narrowing. The proportion of urbanites who responded that they would purchase domestic agricultural products even if they are more expensive than imports was 32.8%, up 11.8%p from the previous year. The respondents suggested stabilizing farm household income, fostering agricultural successors, and improving the marketing structure as medium- and long-term agricultural policies that should be focused on.
The respondents pointed out labor shortage as the biggest factor threatening farm management, followed by an increase in production costs, the expansion of market opening, and difficulty in securing a market. With 77.4% of farm households without farming successors, the intention to decrease the farming scale greatly increased to 40.8%, compared to 27.4% a decade ago. The majority (84.5%) of farm households responded that they had difficulty due to labor shortage, and the following were proposed to alleviate the problem: the promotion of mechanization; public labor input; employment intermediation; and the improvement of a system utilizing foreign workers.
