A Eungyel(隱結)·a Rugyeol(漏結) were the form in which the land was investigated as uncultivated in the government’s land investigation process or that the missing land was privately cultivated. A Yeogyeol(餘結) was that remained after the government gave the disaster-affected land(災結) to the people. These were all illegal land that taxed out, but the government did not actively regulate it for a while. These lands were used to reduce the local finance and tax burden of the people. The public use of illegal land by local authorities has become an important reason for the government not to punish easily. Therefore, the main government, which did not have adequate financial support for local finance, could not regulate them.
The government’s response began to change in the latter half of the 17th century. The government conducted the land investigation in Kyungja-yearin order to solve the national financial problem and secured Eungyels and Rugyeols. In addition, the government tried to prevent the financial leaks by strengthening the punishment rules for the Yeogyeol thatpunished leniently because it was used for official purposes.
