The comparative ratio, as well as the absolute number, of the aged population in comparison to the total population is increasing worldwide each day, and the increasing speed of Korea’s aged population is unprecedented in the world while problems in various areas related to the elderly are predicted to become actualized in the same speed.
Moreover, the increase number of the aged population who are physically healthier and younger compared to the past causes insecurity as well as accompanying diverse problems to individuals such poverty, diseases, idleness, loneliness and more. Therefore, the rise of serious accidents and elderly crimes in which aged people become the subject and/or the offender have emerged as a social issue.
Whereas Korea’s current overall crime rate has dropped, the number of elderly arrested for a crime showed a sharp increase with 122,548 in year 2009, which was a 68,177 or 125.4% increase compared to year 2000, and it has shown an average increase rate of 46.1% per year for the last 9 years based on year 2000.
Therefore, as modern society becomes high-tech industrialized, this research sought the following alternatives through actuality analysis and prison records analysis in order to improve the role and direction of an effective private security service industry for crime prevention by recognizing the shifting crime environment and infusing an awareness of the severity and problematic state of crimes committed by aged persons.
First, through legal, systemic, and operative improvements of police and private security services; the construction of a collaborative, anti-criminal system for crime prevention must be fortified.
Second, the police with the private security service industry must build a cooperative security model through effective manpower management of anti-criminal activities so that the elderly can participate in crime prevention activities.
Third, efforts need to be poured into supporting job openings for the elderly as well as the infrastructure of local society crime prevention activities which considers the physical activity capacity and characteristics of the elderly.
Fourth, a system for reviewing and researching a plan for adding silver-protection tasks as a new business in the security service industry while including it in the security service field must be insured.

노인인구는 전 세계적으로 절대적 수뿐만 아니라 전체인구에 대비한 상대적 비율이 날로 증가하고 있으며 우리나라 노인인구의 증가 속도는 세계에서 유래 없이 빠른 것으로 노인관련 여러 분야의 문제도 그만큼 빨리 가시화 될 것으로 예견된다. 더욱이 과거에 비해 신체적으로 건강하고 젊어진 노인인구의 증가는 개인에게 빈곤, 질병, 무위, 고독 등 다양한 문제를 수반하는 동시에 불안전성을 야기하여 강력사고의 증가와 노인이 범죄 주체가 되어 범죄를 행하는 노인범죄가 심각한 사회문제로 등장하게 되었다. 현재 우리나라의 전체 범죄자수는 감소한 반면 노인범죄자는 2009년 122,548명으로 2000년에 비해 68,177명 증가한 125.4%로 급격한 증가추세를 보이고 있으며, 이는 지난 9년간 2000년 기준 연평균 46.1%의 증가율을 나타내고 있다. 따라서 본 연구에서는 현대사회가 고도로 첨단산업화 되어감에 따라 범죄환경 변화를 인식하고 노인들이 자행하는 범죄의 심각성과 문제의식을 고취하여 범죄예방을 위한 효과적인 민간경비산업의 역할과 방향을 개선하기 위하여 실태분석과 신분장분석을 통하여 다음과 같이 방안을 모색하였다. 첫째, 경찰과 민간경비의 법·제도적 및 운영적 개선을 통해 범죄 예방을 위한 상호협력 방범체제구축을 강화해야 한다.둘째, 경찰과 민간경비산업은 방범활동의 효율적인 인력관리를 통해 노인들이 범죄예방활동에 참여할 수 있도록 협력 치안활동 모델을 구성해야 한다. 셋째, 노인들의 신체적 활동능력과 특성을 고려하여 노인의 일자리 제공과 지역사회의 범죄예방 활동의 인프라구축에 노력을 기울여야 한다. 넷째, 경비업법상 노인보호업무를 신규업종으로 추가하는 방안을 검토·연구하여 경비업무 영역에 포함시키는 제도를 강구하여야 한다.
