The purpose of this study is to establish a reality theory of community resources and to suggest strategies for strengthening social welfare capacity as an empirical study on mobilization and organization of community resources by social workers and dedicated civil servants. This study was approached as a grounded theory study method, and social workers and social welfare officers with more than 10 years of experience participated as research participants. The data were collected through in-depth interviews and the raw data were analyzed by the grounded theory study procedure presented by Strauss and Corbin(1998). A total of 105 concepts, 30 subcategories, and 12 categories were derived from the analysis. The core method of collecting all categories was ‘Finding local residents to realize grassroots welfare".
In the discussion, the importance of local residents and the strengthening of political capacity in community welfare are described. The concrete strategy is the necessity of strengthening political capacity through popular strategy.
