According to its constitution, the Federal Republic of Germany established in 1949 is a federal state, and the principles of federalism can` t be repealed. Through German unification in 1990, which took place in the form of absorption of East Germany to West Germany system, eleven states of West Germany were joined by five states of East Germany. Now, united Germany consists of 16 states. The type of German federalism isn`t static, but dynamic. The type of German federalism has been changed many times through the amendments of the constitution according to the change of internal and external environments since the constitution was put in force in 1949. First of all, this article seeks to clarify what kind of federal system the Federal Republic of Germany originally mapped out and what kind of remarkable characteristics German federalism has had in the process of its change. Specially, German federalism has experienced difficulties because of the active process of european integration since the mid 1980s and German unification in 1990. In this context, this article tries to explain how european integration and German unification have influenced on German federalism and how united Germany has responded to the challenges. From a long time ago, North Korea has insisted on the federal system as a state form of unified Korea. The Kim Dae Jung administration in South Korea, which took power in 1998, also prefers the federal system even though Kim` s federal system means an interim stage on the way to unification. Germany and Korea are under different internal and external circumstances. Nevertheless, it is important for us to try to find out the suggestions through examining German federalism for unified Korea.
