Despite the importance of issue voting in the working of representative democracy, little research has investigated the effect of issue voting in Korean elections. Using survey data, this paper systematically examines the effect of national security and social welfare issues on party evaluation and vote choice in the 2016 Korean legislative election. The results show that voters’ preference on national security and social welfare policy significantly and independently influenced their party evaluation and their vote choice in both the district election and nation-wide party-list election, and that the effect of national security policy was relatively stronger than social welfare policy. Moreover, the these effects of issue voting turend out to be better captured by directional model rather than proximity model. Specifically, while the effect of national security issue was similar for both models, in many instances the effect of welfare issue was statistically significant when direction model was employed but insignificant when proximity model was employed. It implies that Korean voters’ issue voting may be better explained by direction model compared to proximity model.
