We need to understand the differences of grant-in-aid programs among policy types in order to design the effective grants system. This study conducts a descriptive analysis on how grant-in-aid program designs differ and how differently they are recognized among their policy types. Hypotheses on the grant-in-aid program design and the recognition of local budget officers are established and tested for the grants-in-aid programs of three departments of the national government. Contrary to our expectation, grant-in-aid programs of developmental, redistributive and regulatory policies do not differ from each other too much in their design and the attitude of local officials toward different types of grants programs was found to be similar did not diverge sharply. Based upon the results of the analysis, this study proposes to increase the grant rates for the programs delegated to local governments by the national government, to adjust the grant rates according to their policy attributes and increase the level of control for the regulatory policy programs.
