As Oates(1972) said, there are many inter-jurisdictional externalities, theoretically. For instance, “the quality of the educational system in one area may have significant effects on the welfare of individuals in other jurisdictions.” This empirical study observed various and significant spillover or external effects among the regions in South Korea. First, regions with a high income or greater size have a tendency to affect regions with a lowincome or smaller size in terms of local income and local public expenditure. Second, the spillover effects of local income and external effects of local public expenditure had little relation with the transportation belt. Third, there were many cases that A region`s public expenditure was the Grange-cause of B region`s G.R.D.P. or public expenditure. In other words, this paper finds that each local government`s expenditure is likely to affect the other local governments. So, we need to consider a new paradigm that each local government must cooperate to efficient allocation of local public expenditure.
