Using the Family Income and Expenditure Survey(FIEX) and Korean Retirement and Income Study(KReIS), this study analyses the anti-poverty effectiveness of the Basic Old-Age Pension System. In this study, the anti-poverty effectiveness of public income transfer is summarized in two ways; i) the poverty reduction efficiency of the public income transfer, and ii) the poverty reduction efficiency of the public income transfer. The poverty reduction effects are measured with several poverty indices including the head-count ratio and poverty gap. Using Beckerman’s model, this study analyses the poverty reduction efficiency of the public income transfer. The study find that the elderly poverty gap is somewhat reduced after the enactment of the Basic Old-Age Pension Act. But the poverty reduction efficiency ratio is very low(about 50%), and this study reveal that anti-poverty effectiveness of the Basic Old-Age Pension vary by the types of families. Therefore, there is a need to consider ways to bolster social security and to provide further public assistance in the low-income elderly, and more importantly, to effectively reduce the elderly poverty, anti-poverty polices must be designed to consider difference family types.

정부에서는 현세대 노인의 연금사각지대와 노인빈곤의 해소를 위해 2008년부터 기초노령연금사업을 추진하고 있다. 본 연구는 기초노령연금 수급여부와 연금액의 정보가 담긴 통계청의 『가계동향조사』와 국민연금연구원의 『국민노후보장패널』 원자료를 활용하여, 기초노령연금사업이 소기의 목적을 얼마나 달성하고 있는지를 빈곤감소의 효과성과 사업의 효율성 측면에서 검토하였다. 그 결과는 다음과 같다. 먼저, 빈곤감소의 효과성 측면에서 노인 빈곤의 규모와 심도를 얼마나 감소시키는데 도움이 되는지를 검토한 결과. 기초노령연금은 노인 빈곤율 감소효과(8.7-11.0%) 보다는 빈곤갭 감소에 어느 정도 효과(19.6~25.7%)를 보이고 있으며 특히, 소득수준 이 낮은 독거노인에게 그 효과가 상대적으로 크게 나타났다. 다음으로 기초노령연금액의 총액 중 빈곤감소에 기여한 연금액이 차지하는 비중으로 사업의 비용효율성과 빈곤감소의 효율성을 검토한 결과, 기초노령연금액의 총액 중 기초노령연금의 수급 전 소득을 기준으로 빈곤한 노인에게 지급된 연금액이 차지하는 비중으로 정의되는 비용효율성은 54.1~54.5% 사이이며, 기초노령연금액의 총액 중 빈곤갭 감소에 기여한 연금액이 차지하는 비중으로 정의된 빈곤감소 효율성은 46.7~47.5% 정도인 것으로 추정되었다. 이상의 결과를 정리하면, 기초노령연금이 노인빈곤의 문제를 일정 부분 해소하는데 기여한 것은 사실이지만 앞으로 본 사업을 노인빈곤을 줄이는데 좀 더 초점을 두고자 한다면 현행과 같이 수급대상자를 확대시키는 방안을 모색하기보다는 선별과 집중의 원칙에 따라 저소득 노인 층을 위한 별도의 공공부조제도를 마련하여 확충하는 방안도 검토해 볼 필요가 있을 것이다.
