Using the Family Income and Expenditure Survey(FIEX) and Korean Retirement and Income Study(KReIS), this study analyses the anti-poverty effectiveness of the Basic Old-Age Pension System. In this study, the anti-poverty effectiveness of public income transfer is summarized in two ways; i) the poverty reduction efficiency of the public income transfer, and ii) the poverty reduction efficiency of the public income transfer. The poverty reduction effects are measured with several poverty indices including the head-count ratio and poverty gap. Using Beckerman’s model, this study analyses the poverty reduction efficiency of the public income transfer. The study find that the elderly poverty gap is somewhat reduced after the enactment of the Basic Old-Age Pension Act. But the poverty reduction efficiency ratio is very low(about 50%), and this study reveal that anti-poverty effectiveness of the Basic Old-Age Pension vary by the types of families. Therefore, there is a need to consider ways to bolster social security and to provide further public assistance in the low-income elderly, and more importantly, to effectively reduce the elderly poverty, anti-poverty polices must be designed to consider difference family types.
