The purpose of this study is to examine the effectiveness factors of the network and to evaluate the level of service integration in each network. First, to examine the influence factors on the network effectiveness, conceptual framework was derived through the theoretical and institutional review, and the necessary and sufficient condition verification and truth table algorithm analysis were performed using the fuzzy set comparison method. Second, the framework for evaluating service integration was derived and evaluated. The main results are as follows. First, the four causual variables were presented as necessary(sufficient) conditions for two levels of network effectiveness, and trust identified as major influencing factor.
Second, as a result of evaluating the level of service integration of each network, all four networks were found to be informal. This means that in the reality of mental health policies for children and adolescents, which are established and implemented sporadically by the central government, integration of services at the frontline level will not have a great effect. In order to construct an integrated human service system suitable for Korean context, it is necessary to adjust the overlap with related functions at the policy level. At the level of the frontline, the responsibility for the inter-agency service that provides the public service is shared, It is necessary to make an effort for customer-oriented service delivery.

본 연구는 휴먼서비스의 관점에서 4개 지역의 아동･청소년 정신건강서비스 네트워크를 대상으로 네트워크의 효과성 영향요인을 검증하고 각 네트워크의 서비스통합수준을 평가하고자 하였다. 첫째, 네트워크 효과성에 대한 영향요인 검증을 위해 이론 및 제도 검토를 통해 개념적 틀을 도출하였으며, 퍼지셋 질적비교분석방법을 활용하여 필요충분조건 검증과 진실표 알고리즘 분석을 수행하였다. 둘째, 네트워크 수준의 효과성인 서비스통합수준을 평가하기 위한 틀을 도출하고 평가하였다. 주요 결과는 다음과 같다. 첫째, 필요충분조건의 검증 결과 개념적 틀에서 제시된 네가지 원인변수 모두 두가지 수준의 네트워크 효과성에 있어 필요(충분)조건으로 제시되었으며, 특히 내부자원 변수가 주요 영향요인으로 제시되었다. 둘째, 각 네트워크의 서비스통합수준을 평가한 결과, 연구대상인 4개의 네트워크 모두 비공식적 성격이 강한 것으로 볼 수 있었다. 이는 아동·청소년에 정신건강서비스에 있어 공급자 중심 서비스 전달의 성격이 강하다는 것을 의미한다. 현재 중앙부처에 의해 산발적으로 수립･집행되는 부처별 아동·청소년 정신건강정책의 현실에서 일선수준에서의 서비스통합은 큰 효과를 갖지 못할 것임을 의미한다. 한국의 맥락에 적합한 통합적 휴먼서비스 체계구축을 위해서 정책수준에서는 관련 기능들과 중복되는 부분에 대한 조정이 시급하며, 일선수준에서는 공적서비스를 제공하는 기관간 서비스에 대한 책임성을 공유하고, 서비스품질에 대한 고려를 통해 고객중심적 서비스 전달을 위한 노력이 필요하다.
