In this article, we look at the procedures of the production and distribution of the Wangyan(王言) Document in Tang Dynasty. The draft document drafted by the Central Secretariat(中書省) will be officially completed after deliberation by the Chancellery(門下省). The documents are not distributed individually but are transmitted to the Department of State Affairs(尙書省), which oversees all the documents and government ordinances of the whole country, and Six Ministries(六部) made the form of Fu(符) containing the contents of the document and went down to the province.
In addition, we studied the legal system set up by Tang Dynasty by examining the rules for making the procedures of document administration accurate and prompt. Since there is no punishment rule in the ordinance itself, it has been possible to establish the related provisions and to enforce the document administration. Especially, in case of illegal acts related to the Wangyan(王言) Document, the punishment was heavily punished, so that the authority of the emperor was protected and the intention of the government was thoroughly carried out.
