The purpose of this study is to provide the basic data necessary for the Taekwondo education program of Korea International Cooperation Agency(KOICA) through investigation of the problems appeared in Korea International Cooperation Agency"s Taekwondo education project. In order to accomplish the purpose of this study, four agents who had sent by the Taekwondo education project of KOICA were selected as research participants. The following results come from the analysis of the literature, in - depth interviews, and supporting data collection, etc. First, there is a shortage of management personnel working at the overseas service office of KOICA. Second, there is lack of communication and understanding between cooperation personnel and management personnel of KOICA. Due to the problem, frictions had occurred frequently. Third, the International cooperation personnel were difficult to do the proper Taekwondo education project caused by communication issues on overseas office and dispatched sites. Therefore, appropriate analysis and management of dispatched sites should be required prior for the most effective education projects.
