The urban question is: the product of dependent urbanization taken `in the process of accepting uncritically the developing paths of the advanced countries. This urban question has been revealed in the conflict between man and man and in the conflict between man and the nature. This paper has examined exemplary conflict of the environmental aspect, that is, housing problem which has happened in the conflict between man and the nautre, the state intervension and the urban social movement related to the housing problem. And we came to important conclusions as follows: First, we found it difficult to solve the housing problem, fundamentally, because the basis of the housing policy in Korea is the owner-occupation-centered policy of housing supply. Second, capital makes use of urban redevelopment as a strategy for recommodification of the land and housing. As a result, construction capital & property capital can cause limped re-organization of the urban space and monopolization of the profits from development. In this process the conflict between capital, the urban government and its residents was externalized. Third, urban social movement for forming the sound urban community has failed because the residents concerned, political groups, and labor union lack in solidarity, and the residents have little consciousness. Based upon these limitations this paper seeks for transformation of housing policy, reasonable urban redevelopment and direction towards urban social movement.
