사용하지 않거나 사용률이 저조한 국가 연구장비가 많다는 지적이 국회 등에서 꾸준히 제기되고 있는 상황에서 정부의 유휴·저활용장비 재활용 촉진정책의 성과분석을 통해 정책의 가시적인 효과가 미비한 원인 파악이 필요하다는 현실 문제에서 출발하고 있다. 따라서 범부처 차원의 연구시설 장비 확충 및 고도화 계획인 ‘제1차 고도화 계획’의 유휴 저활용장비 재활용 촉진 프로그램을 논리모형을 활용하여 평가 및 성과분석을 한 결과 정책집행에서는 문제가 없었음을 파악했다. 그렇다면 정책설계상의 오류로 봐야 할 것이고 무엇이 정책설계 오류의 원인 또는 영향을 미쳤는지에 대해서도 살펴보았다.
