Decentralization was an important national issue that appeared every time a new government was introduced. In general, the federal system in Korea is perceived to mean strong decentralization, but the contents of it are not clearly defined. The comparative law also shows a significant difference in the meaning of federalism and decentralization in each federal state. The need for decentralization, which we have argued so far, ultimately calls for a fundamental paradigm shift in national management practices. `Decentralization at the federal level` was a pledge of the president and the direction of decentralization that local governments are calling for in a common voice. But the real meaning of this flow is not to define the principle structure of the national operating principle as federalism and monopoly, but to mean the realization of strong decentralization. Therefore, it is not necessarily that the state form should be a federal state, and it is more important to ensure the independence and autonomy of the local authority in terms of distribution and exercise of specific powers in the constitution for strong decentralization. The most important point for realizing decentralization at the federal level is guaranteeing autonomy of local governments and ensuring legislative rights. However, the distribution of executive power, which should be the most essential, requires consensus to distinguish between the broader sphere to be solved at the central level and the administrative sphere of life to be treated as a close administration in the province. In this agreement, our cultural, historical, political and social contexts should be the background of the discussion. In our situation, where the interregional mobility is higher than the above - mentioned federal state, which has been examined comparatively, there is a need to prioritize the reorganization of the local administrative district system.

지방분권은 새로운 정부가 들어설 때 마다 등장했었던 중요한 국가적 쟁점사항이었다. 일반적으로 우리나라에서 연방제는 강력한 지방분권을 의미하는 것으로 인식되고 있지만 그 내용이 무엇인지는 일의적으로 정리되어 있지 못하다. 비교법적으로도 각 연방제 국가에서의 연방제 의미와 지방분권 수준은 상당한 차이가 있다. 현재까지 우리가 주장해 온 지방분권의 필요성은 궁극적으로 국가경영 방식에 대한 근본적인 패러다임의 전환을 요구하는 것이라고 할 수 있다. ‘연방제 수준의 지방분권’은 대통령의 공약이었고, 지방자치단체들이 공동의 목소리로 요구하고 있는 지방분권의 방향이다. 하지만 이러한 흐름의 진정한 의미는 연방제이니 단방제이니 하는 국가운영원리의 원칙적 구조를 하나로 정의하고자 하는 데에 있는 것이 아니라, 강력한 지방분권의 실현을 의미하는 것이다. 때문에 국가형태를 반드시 연방제국가로 해야만 하는 것은 아니며, 강력한 지방분권을 위해서 헌법상 구체적인 권한의 배분과 행사방법에 있어서 지방의 독립성과 자율성을 보장하는 것이 더 중요한 것이라고 생각된다. 연방제 수준의 강력한 지방분권 실현을 위한 가장 핵심적인 내용은 지방정부의 재정자율권 보장과 입법권 보장이다. 그러나 가장 본질적으로 선결되어야 하는 행정권의 분배는 중앙차원에서 해결해야 할 광역적 영역과 지방에서 근접한 행정으로 처리해야 할 생활행정 영역을 구분하기 위한 합의를 필요로 한다. 이 합의에는 우리의 문화적, 역사적, 정치적, 사회적 상황들이 논의의 배경이 되어야 할 것이다. 비교법적으로 살펴보았던 상술한 연방제 국가 보다 지역 간 이동성이 높은 우리의 상황에서는 지방행정구역체제의 개편이 우선시 되어야 할 필요성이 있다.
