This study aims at providing action plan for efficient support on legislative action through strategic informative plan. Three types of policy plans are presented in this research. The first thing is to upgrade system by improving information quality. It is to create maximum performance using high quality Information and Communication Technology(ICT). It provides residents to raise awareness and reliability for Gyeonggi Province Council. It also makes to reduce time and cost during legislative process. The council needs to construct archiving system for improving historic values, preservation quality, and utilization by users. Ultimately, this system will be realized systematic portal site to raise user-oriented and technical standard. Second, the system has to be informative plan for citizens as beneficiary. There are strategies for realization of policy priority council through ICT and citizen-oriented informative plans. Gyeonggi Province Council should reduce time and cost from petitions. They will establish a platform to ensure the provision of various information and public services and the participation of citizens. It makes a virtuous cycle of continuous participation through the improvement of citizen satisfaction. The council promotes policy portal through legislative information system construction. Citizens are expected to reflect the opinions of the citizens and the bottom-up policy decision by improving the participation platform. At last, we suggest an informative strategy for improving efficient legislative action. This means a strategy to enhance the effectiveness of the activities of the council by strengthening the professionalism and enhancing the information capacity. It leads to the promotion of the activities and performance spreading through the use of the official portal homepage. It is necessary to expand the use of not only the inside of the council but also the people of the general public and related organizations in the future. For instance, we need to show the accumulation of internal business know-how and utilization. Through portal system construction, implementing "one-stop" services is the most important. It is necessary to increase the efficiency by promoting participation and communicating with the ‘Wiki’ formation by constructing and operating a participating platform in the future.
