Since mid-2000, it has been insisted that anti-discrimination law should be enacted in Korea. However, unfortunately, the law has not been enacted. Anti-discrimination law that has been discussed is ‘comprehensive’ anti-discrimination act. Comprehensive anti-discrimination act will play a role in generally prescribing special protected characteristics and areas for discrimination, establish single discrimination body, reinforcing the effectiveness of correcting discriminatory actions, and legislating equality as nation-wide idea. This means that comprehensive anti-discrimination act should be enacted whether or not anti-discrimination acts covering specific areas exist. The appropriate title for this law should be framework act on equality. Also, some contents of the anti-discrimination bills which have been so far brought before the National Assembly should reformed at follows. Protected characteristics and the scope of discrimination should be comprehensively prescribed according to the changed situations, and the exception of discrimination and the duties of the state and local authorities should be concretely prescribed.
