In general, there are arguments that only politicians, bureaucrats or safety experts should participate in the disaster prevention and response decision-making process, not in the ‘disaster safety management’ level, but in response to disasters and safety accidents, various social members from various sectors should gather collective wisdom to set agendas and seek solutions.
Recently, there are claims that only politicians, bureaucrats or safety experts should participate in the disaster prevention and response decision-making process, but rather to ‘safety governance’ where various members of society from various sectors of society participate in the handling of disasters and safety accidents, collect collective wisdom, set agendas and seek solutions.
In other words, it is the discussion of establishing a safety governance framework that encourages social contribution activities for private institutions and organizations and creates a system for the private sector to work closely with the government.
Today, governance plays a role as a channel for communication that builds mutual understanding and trust through dialogue and persuasion, through the listening of different opinions.
Under these circumstances, this paper discusses network governance, a collaborative relationship between community members that understand the process of decision-making and implementation of decisions and opinions through dialogue and cooperation on issues that occur in the region, and open a forum for public opinions through the network.
This thesis proposes the establishment of a student safety community cooperation network centered on the local education support office under the new self-regulatory governance from the perspective of student safety.
It is an example of a real harmonization theory in that the process of different actors deciding problems by exchanging opinions itself is to implement publicity, to operate a cooperative network, and to find and optimize harmonics that protect all of the conflicting rights and values.
However, even if the cooperative governance is established, the education support center with the expertise and specificity in the safety of the students and schools in the region will be the first step to take the lead organization-governed network, Then it is desirable to move to participant-governed network governance, where all members act as coordinators as leaders.
