Recently, one of the most anticipated issue need to be considered in local government policies relating to community. The reason why, policy concerns focused on the community because it is being considered as an alternative to solve the various problems of the region through the conduct of space indigenous promote resilience and life in the region. However, the majority of the policy on community vaguely recognized as being a good recovery of the evils of neoliberalism and considered as an alternative to expect the social integration. In this regard, this study explores a critical eye for the movement to overly idealized he policies about commuinty. This is why policy attention focused on the community because it is being considered as an alternative to solve the various problems of the region through the conduct of space indigenous promote resilience and life in the region. The analyzed result is as follows. First, the policy community should form a structure which is further enhanced authority and control by public sector. Second, the policy has followed the strategy that was used in the past to promote spontaneity Saemaeul Movement. And the public sector has been utilized as a method to induce spontaneous conscious process of minority policy advocacy. Third, the public is to promote competition among the principals involved, such as through personalized support, differential support, participating subjects were self-promoting executive actions ever. And the public been shown to induce the desired activity of the subject involved policy. Therefore, for the success of the current the community related policy, the policy enforcement, which the community is initiative policy design, inducing the spontaneous participation of the local resident community policy excavation, that is the value-oriented, result evaluation method and index, and etc. needs to be freshly established. And it really need to worry about what the policy approach and a vision that can guarantee the growth and sustainability of the community through a thorough and critical perspectives on community-related policies.

최근 지방정부에서 추진하고 있는 정책 중 가장 주목받고 있는 주제가 공동체와 관련된 정책들이다. 공동체에 정책적 관심이 집중되는 이유는 지역 내에서 자생적인 회복력 증진과 삶의 공간 영위를 통해 지역의 다양한 문제들을 해결하는 대안으로 고려되고 있기 때문이다. 그러나 공동체에 관한 정책들의 대부분은 막연히 좋은 것으로 인식되어 신자유주의의 폐해를 회복하고 사회통합을 기대할 수 있는 대안으로 인식되고 있다. 이와 관련하여 본 연구에서는 공동체를 지나치게 이상화하려는 움직임에 대하여 비판적 시각으로 살펴보고자 한다. 그렇지만 본 논문에서 제기하고자 하는 비판적인 관점은 공동체 관련 정책의 정책적 적실성, 효과성, 재정의 효율적 운용 등과 같은 정책 성과적 측면보다는 도시를 관리하기 위한 다양한 담론들의 결합을 통해 창출되는 권력의 통치기술(governmental technology) 측면에서 살펴보고자 한다. 분석결과는 다음과 같다. 첫째, 새마을운동, 사회적기업, 마을공동체 관련 등 일련의 정책들은 지원이라는 정책적 명분을 통해 공공의 권한과 통제력이 더 강화되는 구조를 형성함으로써 정교화된 통치 체계를 구현하고 있는 것으로 나타났다. 둘째, 최근의 공동체 정책은 과거 새마을운동에서 활용되었던 자발성을 촉진하는 전략들을 답습하고 있으며, 정책을 옹호하는 소수자의 의식화 과정으로 자발성을 유도하는 것으로 나타났다. 셋째, 맞춤형 지원, 차등 지원 등 참여하는 주체들간의 경쟁을 촉진시켜, 참여 주체 스스로 경영자적 행위를 촉진하고 있는 것으로 나타났다. 그리고 공공이 원하는 정책방향으로 참여주체의 활동을 유도하는 것으로 나타났다. 최근 중앙 및 지방정부에서 추진되고 있는 다양한 공동체 정책들은 과거의 정책을 답습하는 제도적 동형화가 발생하고 있으며, 통치 요소에 대한 제도적 동형화는 공공의 주도에 의해 발생하고 있다고 볼 수 있다. 따라서 현재의 공동체 관련 정책의 성공을 위해서는 지역사회 주도적인 정책추진, 지역주민의 자발적 참여를 유도할 수 있는 정책설계, 가치지향적인 공동체 정책 발굴, 성과평가 방법 및 지표 등이 새롭게 정립될 필요가 있다. 그리고 공동체 관련 정책에 대한 철저하고 비판적인 시각을 통해 과연 공동체의 발전과 지속가능성을 담보할 수 있는 정책적 접근과 시각이 무엇인지에 대한 고민이 필요하다.
