Although Almond and Verba (1963) argued that some countries have more participatory cultures which enhance voting turnout, many scholars recently believe that differences in voter turnout among industrial democracies are a function of political institutions (Jackman 1987). Do these approaches can also explain trends of voter turnout in new democracies like post-communist world? The purpose of this study is to explore the major factors which effect voter turnout of the post-communist states in Eastern Europe and Central Asia. This study explores voter turnout rates of all 291 presidential and parliamentary elections from 1989 to 2015 across 30 post-communist states. Empirical analyses with the cross-national time-series date tests previous approaches to explain trends in voter turnout. The results of this study define that institutional arrangements (e.g., government system and electoral system) have a major and predictable impact on voter turnout in the post-communist states.
