In the context of a national health crisis caused by the COVID-19 pandemic, it is necessary to reduce contact between people to prevent the spread of infectious diseases. As a result, when the election came, it could be a question of whether the election could be held as scheduled or whether there would be an obstacle to guaranteeing the right to vote. In elections held in the midst of the COVID-19 pandemic, the possibility and limitations of election suspension, difficulties in participating in elections abroad, and restrictions on election campaigns are problematic. In response, measures can be considered to relieve regulations on online election campaigns and to ensure the safe and practical exercise of voting rights using vote-by-mail and electronic voting. The most important thing is, first, that any policy alternative should be consistent with the direction of practically guaranteeing the right to vote and expanding the exercise of the right to vote, and second, that it should not undermine the principle of fair election.
