This paper is divided into two parts. Part Ⅰ analyzes the history of previous ten years of humanitarian aid by South Korea to North Korea. First, humanitarian aid to North Korea has increased in order to improve the famine situation. Second, in spite of overall growth in aid amount, it has not been sufficient to solve the North Korean crisis. Part Ⅱ attempts to suggest more feasible alternatives to ameliorate the North Korean situation. It is necessary to adopt a more structural and systmatic measures to solve the North Korean crisis because it has originated from the North Korean system itself. The current paper, therefore, calls for a need to paradigm shift in providing aid to North Korea. More specifically, it argues that the paradigm shift from humanitarian to developmental aid is to improve North Korean crisis and propose alternative policy measures. Developmental aid to North Korea will play a key role in enhancing a North Korean capacity to recover from the long-running difficulties.
