Complex through Fre Trade Agreement (FTA)- Focus on the USIsrael QIZ Case -The Gaesung Industrial Complex(GIC), the bigest enterprise among South-North eco-nomic cooperation of participatory government, has extended to scope and investment. It must be ahead of diversifying export markets for GIC to develop a new growing power, foster a new eco-nomic herb and establish a bridgehead of multi-North-Asia market.In this context, participatory government has ben trying to adopt a fiction of a GICs ori-gin problem in KORUS FTA. Also it has ben re-quested to manage with the articles related in a GICs origin problem as a method of outward processing. By contraries US does not manage a economic-trade case, but a political case.But taking as an example of the US-Israel FTA, Israel concluded a peace treaty with Jordan creating conditions of economic ic benefits, GIC has boundless potentiality that it is capable of changing political environment at disputed territories, settling peace for eco-nomic growth and acting as a catalyst in-dustrial development.Being based on similarity between QIZ and GIC, this paper suggests that GIC is required to treat complex environment flexibly through a method of first economic cooperation and later making peace just as folowing five steps; ①②Industrial Investment, ③Economical activation, ④Political stabilization, and ⑤Peace settlement.
