Our society has witnessed that various public projects are delayed or turn out to be an outright failure due to the public opposition. The social conflict and oppositions occur since there are not enough opportunities for the appropriate stakeholders to participate in the decision making process and discuss sufficiently about the various aspects of the projects in the public arena. The Purpose of this study is to establish a resolution system to prevent social conflict within public projects to manage them in a reasonable way. In order to accomplish efficiently a public project, the fundamental direction of resolution system depends on examining the origin of conflict, the means and procedure of the project and conflict management. Through these scrutinized examination, conflict potential can be changed into the cooperation potential. Furthermore the research suggests principles to help transition from potential conflict to cooperation potential; principle of guaranteeing citizen participation through providing a formal procedure, principle of priority comparison between public interest and private or other public interest, principle of opening information to stakeholders by public institutions, and principle of sustainable development including environment and social equity. Establishment of resolution system is a useful tool to enhance reducing and preventing conflict on the public project through increasing the cooperation potential. After reviewing the problem of current system, the paper discusses distinctive approaches to see the possibilities of applying these approaches to build the conflict management system.
