The dam means an installation having a height of 15 meters of higher which blocks a river stream to utilize the stored water for tap water, industry, farming, power generation, flood control and other purposes, and it shall include the spillways, auxiliary dams and other facilities of instal-lations which function en bloc with the relevant dam and effect its full utilities. And the multipurpose dam means a dam which is constructed by the Minister of Construction and Transportation to be used for not less than two specific purposes. The support project for dam environs have not been conducted successfully. Therefore it is very important to solve these problems by investigating both why the state of things continues for long time and what the countermeasures are. Support project for dam environs; (1) A dam management agency or a person entrusted with the dam management shall devise a plan for the support project for dam environs every year under the conditions as prescribed by the Presidential Decree, after the completion of a dam construction, in order to increase the income of residental in dam environs and to promote the welfare as prescribed by the Presidential Decree. (2) A dam management agency or a person entrusted with the dam management shall, where he intends to devise a plan for the support project for dam environs under paragraph (1), consult in advance with the head of Shi/Kun/Ku having jurisdiction over the dam environs. (3) A person entrusted with the dam management shall, when he has devised the plan for support projects for dam environs under paragraph (1), furnish such plan to dam management agency. (4) The support project for dam environs shall be executed by a person falling under each of the following subparagraphs, under the conditions as prescribed by the Presidential Decree: 1. A dam management agency or a person entrusted with the dam management; and 2. The head of Shi/Kun/Ku having jurisdiction over the dam environs. (5) The scope of areas for which a plan for support project for dam environs under paragraph (1) is to be devised, shall be prescribed by the Presidential Decree. Financial resources required for the support project for dam environs shall be raised with the funds falling under each of the following subparagraphs. That the contributions falling under subparagraphs 1 and 2 shall be limited to the dams subject to the support project for dam environs. 1. Contributions by a dam management agency of a person holding a right for dam use 2. Contributions by a tap water business operator from the dams for living and industrial water 3. Borrowings 4. Revenues accruing from the operation of raised funds. It is necessary to indicate the problems by analysing the social and economic effects for dam environs. It is required to expand the supporting plans by taking the fundamental and long-term measures. And the support project should be selected transparently and fairly.
