The Dokdo, liancourt rocks, issue should be approached not only in Korea-Japan bilateral side but also multilateral aspects including near superpowers nations's foreign policy such as the USA North East Asian foreign policy. The USA has contributed to the on-going disputes around liancourt rocks by participating the making SCAPIN 677 and several draft and the final San Francisco Peace of Treaty with Japan in which Japan territory was regulated. The USA official policy regarding liancourt rocks is very neutral; however, continuous regional dispute between two countries is against the USA North East Asian foreign policy that focusing on containment to China by Korea and Japan. It is also possible that the current USA neutral policy on liancourt rocks would develop to recommendation policy of peaceful resolution by the International Court of Justice. It is necessary to change domestic policy on liancourt rocks from silent diplomatic to aggressive one, especially focusing on raising Japanese war responsibility that might lead the USA to look this matter as one of her post-war responsibility structures. It is important that liancourt rocks dispute is not just a territorial dispute but disputes resolving the illegal war responsibility.
