The purpose of the study is to explore what factors played an important role in a change in foreign language high school policy for 2009. Based on Kingdon's policy stream model, an analytical framework is extended to the process of policy change that includes policy decision-making and policy implementation. The findings are as follows: First, a focusing event was a major factor to couple problem stream, policy stream, and political stream. For instance, a disclosure of high school rankings in the college scholastic ability test was critical. Second, the political stream was also important factor in the coupling, in that MB government should consider the change of citizen's opinion for incoming elections. Third, entrepreneurs played a central role in inducing policy agenda-setting through enforcing the Ministry of Education (then, Ministry of Education, Science and Technology(MEST) ) to put the high school issue as a government agenda. On the other hand, policy decision-making mainly came from a consultation meeting among the government, a ruling party, and a presidential office. Lastly, the MEST could not take an initiative in the entire policy process, although it was responsible for the foreign language high school policy.
