The purpose of this study was to improve the elementary school first graders' ability of inquiry and their scientific attitude and scientific thinking because the first grader of elementary school usually lacks the inquiry experience. To attain this purpose, the inquiry learning plan and the inquiry process-oriented teaching-learning model, which help the first grader learn the regular curriculum were developed. The model was tested by the eighteen first graders of two elementary school.The study showed following results.Firstly, the observation learning plan, the record learning plan, the classification learning plan and the communication learning plan were developed for the learning of each basic inquiry element. The developed plans showed more efficiency than the traditional learning methods at the observation learning, the record learning and the classification learning.Secondly, as the teaching-learning model of each inquiry learning element, the observation teaching -learning model, the classification teaching-learning model and the teaching-learning model for each level were developed. As the result of the application of the models, the developed models showed significant progress in the improvement of the student's ability of inquiry and the scientific attitude. The models also helped the teachers develop the inquiry learning.
