This study presents the development process of supplementary materials to support high school students with difficulties in learning English, drawing implications for remediation material development. The national curriculum proposes Basic English to provide remediation to underachieved students in compliance with the government’s effort to improve educational basic standards. The underlying framework for developing online supplementary material is the ADDIE model consisting of analysis, design, development, implementation and evaluation. The online supplementary material is comprised of 17 modules under three areas: speaking and listening, reading, and writing skills. There are 7 modules for speaking and listening skills, 6 modules for reading skill, and 4 modules for writing skill. There are 26 units for speaking and listening skills, 22 units for reading skill, and 19 units for writing skill. Each unit consists of three steps: Walk, Run, and Fly. Students can use materials appropriate to their level with reference to the result of the diagnostic test in each unit. Modules under each area are sequenced and graded according to the levels of vocabulary, grammar, communicative functions, and learning activities, User guidelines are developed and revised after the small-scale piloting. Some suggestions are made for research, practice, and policy to support underachievement students.
