The purpose of this study is to seek a health plan that would be helpful to the balanced growth and development of out-of-school youth by comparing the health status of out-of-school youth with students(in-schooling youth). For the purpose, this study utilized the online survey results of Health Behaviors of Youth 2014 and three theses reported in Korea regarding the health of out-of-school youth for comparative study. As a result, it was found that the health state of the out-of-school youth was relatively poor, as they are vulnerable to risk factors and weak compared to students. Physical and mental health of out-of-school youth is weaker than students, which is assumed to be attributable to their inferior environment and lack of social safety net. It is required to have changes in recognition on their health right and provide legal and institutional methods for systematic and complete enumeration survey so that out-of-school youth can grow to be a healthy member of the society. For the purpose, it should be provided first to establish a health service suitable for them, develop programs according to their development characteristics, and extend opportunities for them to get medical services and checkups through medical institutions that are easily accessible.
