In the 1970s, Government has been propelling the innovation of administration throughaccepting of information and communication technologies as the willingness of the times that ispriority investment & later improvement for support to a speedy changing society and the economy. Today, Information Services is now put in front of the entry to hyper-connected society thatis not only being increased the personalized services that can feel something in people's bones andliving but also can analyze and use of connections of so many objects, derived data for the futuresociety people-centered toward a happy and welcoming community. Informatization projects thatGovernments have been established and propelled for decades despite the rapid development offunctions and services of e-government have not been utilized extensively for establish to improvedpolicy because lack of a systematic policy established. This paper is dealing about why government have to improve their operating systems for enter into new society and have to arrange what kindof elements for Communication, sharing and openness.
