This study focused on developing a new assessment tool examining the intercultural competence and on verifying its validity and credibility. To do so, this study targeted educators, administrators, social workers, and medical employees. Through Delphi survey, the items of 8 categories and 51 questions have been selected at first in process of examining relevance and content validity, and of the literature research and the FGI comprised of the experts. Then, in an attempt to verify the validity and credibility, 352 surveys were conducted. According to factor analysis examining construct validity, 4 categories and 26 questions were finally selected. Through multi-attribute and multi-question matrix, criterion-related validity was verified and this tool’s validity was also able to be confirmed by the meaningful differences in the intercultural competence test scores of compared groups. This newly developed tool showed .992 of credibility(Cronbach’s a). Since intercultural competence is not a simple recognition of cultural differences with others, developing program and applying it to help strengthen intercultural competence in terms of its focusing on active communication and behavior through reflection are needed.
