The purpose of this study was to understand practical discourse by analyze policy discourse on sports innovation. The scope of the discourse explained the policy implications of sports innovation on the macroscopic level. This study examines the impact of social capital on national identity structurally, the characteristics of sports as a social capital are explained. The research was set up a discourse structure to examine policy implications by Explaining the impact of sport as a social capital on national identity. Lastly, the law and institutional improvement directions were discussed, focusing on the discourse on sports innovation. The core results of each chapter are as follows. First, social capital tends to be explained by sub-concepts such as norms, trust, and participation, it has effect on national identity. Second, sport have the characteristics as a social capital such as citizen-led, social Rights, and media connectivity. Third, the policy implication of sport innovation implies that the hegemony inherent in sport is changed from social value to individual 's basic rights value, this means that the value of the policy changes from the political leadership to the civic leadership. Fourth, in terms of sports law and institutional system, it is required to amend the law, including basic sports rights, and to revise the specific operating system. The value of sports as social capital affects national identity and policy settings, As a discourse, the basic rights of sports should be emphasized by citizens. Considering the impact of sports innovation on national identity and its policy implications, in order to practice sports innovation, it is necessary to reorganize the legal system including basic sports rights.
