[Purpose] It is in proposing a model of what role social capital can play in terms of promoting the development of the community in the delivery system of social welfare services and the satisfaction of the superplier and benefitary within local governments. [Methods] The social welfare service delivery system, social capital, supplier and beneficiary satisfaction measurement questions were presented in the questionnaire and measured on the Likert 5-point scale using SPSS &AMOS 22.0 Ver. [Results] The appropriateness and professionalism of the social welfare service delivery system were found to have significant influence on social capital while there was meaningless influence on unity. The network of social capital was found to have significant influence on suppliers and beneficiaries. The survey found that the suitability, accessibility, persistence and responsibilities of the delivery system of the social welfare service of the suppliers have significant influence. However, the beneficiaries were found to have no influence. The interim verification of the supplier"s social capital found that the beneficiaries have mediated effects on appropriateness, accessibility, sustainability, and accountability for civil servants and facility/organizational workers, while there was no intermediation effect for users. [Conclusion] Local governments need to provide information in various ways to deliver more information on welfare recipients" needs and services to recipients.
